The Network Modelling Framework is an appraisal tool for evaluating major government investment.
The government's spending plans for rail require a multi-criteria evaluation for cost-benefit appraisals. This includes an assessment of the impact of investment schemes on ticket revenues, operating costs, environmental impacts, safety and other considerations that affect the public benefit. A full review of options can therefore take many months and require significant input from specialist staff. As part of the long term strategic review of the network such an expansive review is not viable at the evaluation stage. The Network Modelling Framework simplifies and shortens the 'selection of options' process.
DeltaRail worked with the Department for Transport and our partners, Steer Davies Gleave, to develop the Network Modelling Framework. Our team were involved throughout the development life cycle of the NMF, helping to establish the objectives and specifications, particularly in areas such as performance and passenger loadings. Our team of software developers worked closely with partners and sponsors to build the model in a rapid, iterative approach. Existing models for cost prediction of infrastructure maintenance and renewals, together with safety appraisals were also integrated into the model.
The Network Modelling Framework is the first model of its kind in the UK capable of bringing together new and existing specialist modelling applications. Based around a network and timetable input, this framework allowed the appraisal teams to undertake the cost benefit analysis across these disciplines quickly and without the need for specialist users.
The modelling framework continues to support investment appraisals and is maintained by DeltaRail.
